Dear Mr. Grier:
On April 24, 1981, you wrote to Con Edison, as well as the other nuclear utilities in New York, setting forth certain enumerated deficiencies in the New York State and county radiological emergency response plans which had been submitted in draft form to NRC and FEMA in December, 1980.
This is to advise you that the Chairman of the New York State Disaster Preparedness Commission sent a revised New York State Emergency Response Plan to FEMA on July 15, 1981, and revised Westchester, Rockland, Orange and Putnam County Emergency Response Plans were submitted on August 17, 1981.
The transmittal letters for these plans, copies of which are attached hereto, state in pertinent part that:
"The Plan is, in our opinion, adequate to protect public health and safety of citizens living within the emergency planning zones for the nuclear power facilities included in the submission by providing reasonable assurance that appropriate protective measures can and will be taken by State and local governments within the emergency planning zone in the event of a radiological emergency for the site in question."
