CRGR REVIEW 0F USI NUREGs This memo is to confirm the understandings from our meeting of December 30, 1981, regarding the timing of CRGR review of draft HUREG documents proposing a resolution of an Unresolved Safety Issue.

We agreed that you or your staff would brief the CRGR on draft USI NUREG documents prior to distributing them for public comment.

It is understood that the cost-benefit information will not be as comprehensive as it could be after receiving public coments. Nevertheless, it is better to have the CRGR review the proposed new requirements before sending them out for public comment. The Committee will probably want to review the proposed final NUREG after analyzing the comments and prior to seeking Commission approval.

The enclosed diagram shows the schematic process for reviewing USI NUREGs and other proposed new requirements as we discussed in our meeting.
