lladdam Neck Plant Millstone Nuclear Power Station, Unit Nos. 1, 2, and 3 Protection of Unclassified Safeguards Information on October 22, 1981, the NRC amended its regulations to require NRC licensees and other persons to protect unclassified safeguards in-formation against unauthorized disclosure. The final rule, which was noticed in 46FR51718, requires compliance with several parts of 10CFR73.21 by January 20, 1982. For reasons indicated below, Connecticut Yankee Atomic Power Company (CYAPCO), Northeast Nuclear Energy Company (NNECO), and Northeast Utilities Service Company (NUSCO), as agent for CYAPCO and NNECO, are unable to comply with 10CFR73.21(d)(2) and 10CFR73.21(e) before March 20, 1982. Therefore, pursuant to 10CFR73.5, CYAPCO and ENECO, on behalf of themselves and NUSCO, hereby petition the Commission for a limited exemption from the requirements of 10CFR73.21(d)(2) and 10CFR73.21(c). Specifically, we request that the deadline for compliance be extended from January 20, 1982 to March 20, 1982 for the lladdam Neck Plant and the Millstone Nuclear Power Station, Unit Nos. 1, 2, and 3.
The additional two months is necessary to allow for receipt of materials and equipment needed to meet the requirements for storage of safeguards information identified in 10CFR73.21(d)(1). Also, additional time is necessary to allow for a complete search for safeguards information within the CYAPCO, NNECO, and NUSCO organizations. Upon completion of this search, all safeguards information must then be designated as such Sco3 pursuant to 10CFR73.2(e),

,, Currently, CYAPCO, NNECO, and NUSCO personnel having possession of safeguards information are responsible for maintaining such infor-mation in locked desks or file cabinets during non-working hours, and for preventing direct viewing of safeguards information by un-authorized persons at all times. Additionally, safeguards infor-mation at the lindlam Neck Plant and the Millstone Nuclear Power Station is maintained within the protected areas of the plants; whereas, any such information located at corporate headquarters is maintained within a controlled access area as defined in NUREG-0794, " Protection of Unclassified Safeguards Information." Therefore, adequate means exist for the protection of safeguards information until compliance with 10CFR73.21(d)(2) and 10CFR73.21(e) can be accomplished.
We have determined that the above exemption request constitutes a Class II Amendment ($1200) for both the Haddam Neck Plant and Millstone Unit No. 1 since the request deals only with schedular considerations and is, therefore, administrative in nature.
Additionally, the ex-emption request for Millstone Unit No. 2 constitutes a Class I Amend-ment ($400) due to the nature of the exemption request.
Since an application for an operating license has not yet been tendered for Millstone Unit No. 3, no fee is required. Therefore, enclosed herewith is payment of two thousand eight hundred ($2,800) dollars.
