Pursuant to 10 C.F.R. 52.715, the City of Philadelphia re-spectfully requests an opportunity to participate in the above-captioned adjudication.
It is our understanding that by filing this letter, we will be able to " introduce evidence, interrogate witnesses, and advise the Commission" on certain issues of concern to the City.
Furthermore, it is our understanding that we do not have to file our contentions at this time.
Under $2.715(c), we will be permitted to fil e proposed findings and exceptions and petitions for review at the appropriate time.
