Dear Mrs. Steinberg:
Enclosed please find three applications from Combustion Engineering for licenses to export two nuclear power reactors (XR-140),. identified as Laguna Verde Units 3 and 4; initial core loadings (XSNM01901); and multiple reloads (XSNM01902).
Regarding application XSNM01902, it is noted that the applicant has requested a license for reloads thru December 2030.
Before taking action on these license applications, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Exccutive Branch, as to whether the proposed exports meet the applicable criteria in the Atomic Energy Act of 1954 as amended by the Nuclear Non-proliferation Act of 1978.
