On December 22, 1981 the NRC staff met with LP&L representatives in Bethesda, ftaryland to discuss their plans for an emergency operations facility for Waterford 3.
A list of attendees is attached.
The applicant presented its preliminary plans for constructiog an emergency operations facility in an existing office building 25 miles from the Waterford site. This EOF would be used for four or five years while a permanent facility is being planned and constructed. Because the distance of the E0F from the site is greater than 20 miles, it would require Connission approval.
The staff advise.d LP&L that it is our position that an EOF 25 miles from the site would be ineffective, however, the final decision would rest with the Commission. It was suggested that the presently planned EOF be used as a backup E0F, and an inexpensive temporary EOF be established on site. This arrangement would eliminate the need for commission approval, and would be acceptable to the staff as an interim facility. LP&L has indicated that it

plans to incorporate an EOF in its on-site training center which will be built to house the simulator by 1985. The Staff reminded LP&L of the E0F shielding requirements for an EOF located close to the plant.
I LP&L will discuss the options they have and return in two weeks for a meeting with the staff. This decision must be timely in order to support an emergency drill in June 1982 and operation in October 1982.
