DPR-61 As a result of the inspection conducted on flovenber 1 - December 6, 1981, and in accordance with the Interin Enforce.cnt Policy, 45 FR 66754 (October 7, 1983), the following violation was identified:
1 Section 2.3.1.1 of the Environmental Technical Specifications states, in part:
"The average increase in total residual chlorine concentration in cooling water discharged into the Connecticut River due to plant operations shall be maintained at or below 0.1 milligram per liter during chlorination."
Contrary to the above, on December 1,1951, the contents of the sodium hypochlorite tank, approximately 3850 gallons, were inadvertently drained to the Connecticut River. The chlorine concentration in the discharge canal was calculated i

This is a Severity Level V Violation (Supplement I).
Purstent to the provisions of 10 CFR 2.201, Connecticut Yankee Atomic Pcwcr Co.; any is hereby required to subnit to this office within twenty-five days of the date of this fictice, a written statencnt or explanation in reply, incl uding:
(1) the corrective steps which have been talen and the results achicved; (2) corrective steps which will be talen to avoid further violations; end (3) the date when full compliance will be achieved.
Under the authority cf Section 102 of the Atomic Eneroy Act of 1954, as atandcd, this responso. shall be submitted under oath or affirmation.
