Interim Report on 10CFR50.55(e) Item on Fisher Control Valves (#37)

This additional interim report on the Fisher Control Valve problem has been prepared to provide you with the current status of this problem.

This item was originally reported to Mr. R. Knop of NRC Region III by Detroit Edison's Mr. H. A. Walker, Supervisor-Construction Quality Assur-ance, on December 31, 1980. At that time,

.t had been determined that there was a problem with Fisher Control Valves at the Fermi 2 Site.

Control valves were purchased from Fishm_ Controls per Detroit Edison specifications.

During the purchase of additional valves, Detroit Edison Design Engineering determined that cut-off frequencies had not been specified to assure that seismic design of the valves accounted for the Fermi 2 peak response frequency.

It had been subsequently determined that a design deficiency existed.

An investigation had been initiated to determine if the control valves could be qualified by determining the natural frequencies of the piping systems within which these valves are installed. A time history analysis is being performed on each pipe system configuration containing the control valve to establish the frequency of the system.

If the natural frequency of the control valve is established to be above the triping system natural frequency, the valve will be accepted and qualified.

In parallel to the engineering investigation, the specifications will be updated and quotations for new valves will be sought and purchase initiated as necessary.

Edison Engineering has requested an actuator for new seismic analysis.

New actuators will be installed as required with seismic analysis to be completed in 1982.

Another report on this item, either interim or final, is scheduled to be sent to you on or before April 26, 1982.
