Rev. O 2-18-81 RESCUE AND RECOVERY A.

Purcose The purpose of this procedure is to provide guidelines for personnel exposure and safety when rescue and immediate recovery operaticns are necessary in high raciation areas under emergency conditons.

Prerecuisites r

1.

Determine or estimate the radiation, contamination, and airborne radioactivity levels as is practicable.

Whenever possible, the prior approval of the Station 2.

Superintendent, CECO Medical Director, and the Radiation Protection Supervisor should be secured before expcsing perscnnel to dose epsivalents in the ranges specified herein.

Emergency personnel should be informed before-the-fact of possible 3.

healtn effects at the anticipated exposure levels.

Personal dosimetry should be worn as required by Radiation 4.

Rescue personnel should be volunteers or professional rescue 5.

personnel (preferably older men physically capable of affecting the rescue).

The emergency dose limits outline in Section E shall not be used 6.

Precautions 1.

Women should not be assigned work involving emergency exposures unless approved by the CECO Medical Director and the individual involved.

2.

Normally, exposure under emergency conditions shculd be limited to once in a lifetime. In addition, personnel receiving exposures approaching the emergency limits for life saving actions (Section E.1) should avoid procreation for a period up to a few months or as directed by the CECO Medical Director.

Limitations and Actions Emergency dose limits for life saving actions:

(This applies to search and removal of injured persons or entry to the emergency area to preve a conditions that would injure other people.)

Planned whole body dose equivalent shall not exceed 75 rems; a.

be allowable; Additional dose equivalent to hands and forea:ms of up to 200 rems.

Emergency dose limits for less urgent actions:

(This applies under less stressful circumstances where it is still desirable to enter the emergency area to protect facilities, eliminate serious unplanned releases of effluents, or to control fires.)

Planned whole body dose equivalent shall not exceed 25 rems; a.

Planned dose equivalent to the thyroid shall not exceed 125 rems; b.

Planned dose equivalent to hands and forearms shall not exceed 100 c.

Procedure 1.

General Within the limits allowed by the urgency of the circumstances, a.

every reasonable effort shall be made to provide the rescue or recovery team with all the pertinent information and protection affordable.

b.

Comensurate with the significance ot' the objective (e.g. life saving action, property recovery etc.), the planned dose to rescue or recovery personnel shall be held to the lowest practicable level that the emergency permits. In any event the planned dose will be below the limits given in Section E above.

Plan all rescue or immediate recovery operations prior to c.

entry into the problem area. Provisions should be made for relay teams as necessary.

Conduct all work as quickly as possible, consistent with safety.

The company Medical Director shall be promptly notified of any e.

internal or external doses which exceed regulatory limits.

f.

Personnel doses resulting from the emergency situation shall be estimated and recorded.
