GE hereby requests permission to delay the 1981 revision of the WMD Emergency Plan until such time as the Radiological Contingency Plan submitted 8/27/81 is reviewed and approved, and a mutually agreeable consolidation plan and schedule can be established for the WMD Emergency Plan and the Radiological Contingency Plan.

The GE fuel fabrication plant currently operates to the WMD Emergency Plan required by SNM-1097 License Condition 13.

A GENER AL ($ ELECTRIC Director-ONMSS November 25, 1981 Page 2 Section 8.2 of the WMD Emergency Plan requires an annual review and update.

The review has been performed and only minor changes were indicated.

Most changes were related to shifts in the organizational structure and operational procedures have been modified to accommodate these changes.

The general nature of these changes are depicted in the two attached charts.

In view of the current licensing activity in progress with the NRC on emergency planning, GE's comprehensive, implemented emergency response program and the inconsequential nature of 1981 revisions to the WMD. Emergency Plan, the person-effort and expense of revising the Emergency Plan at this time does not appear warranted or necessary in the public inte' rest.

Therefore, General Electric requests the authorization defined in the first paragraph of this letter.

Pursuant to 10 CFR 170.31, enclosed is a General Electric check for $150 to cover processing this request.

General Electric personnel would be pleased to discuss this matter further with you and your staff as you may deem necessary.
