Dear Mr. Udell:
This is in response to your letter dated November 20, 1981 in which you requested, pursuant to the Freedom of Information Act, four categories of information regarding the Barnwell Nuclear Fuel Plant.
The following responses are provided.
1)
Any and all documents containing information about technical or design adequacies and/or deficiencies of the Barnwell Nuclear Fuel Plant (BNFP).
Response
Documents on the design and proposed operation of the BNFP, including NRC staff reports and communications with the applicant (Allied-General Nuclear Services) regarding technical and design aspects of the BNFP, are filed in the NRC's Public Document Room at 1717 H Street, Washington, D.C. under Docket Numbers 50-332, 70-1327, 70-1729 and 70-1821.
Also included in the Public Document Room files under Docket No. 50-332 are transcripts of evidentiary hearings held by the Atomic Safety and Licensing Board (ASLB) in October 1970 concerning issuance of a construction permit for the BNFP and transcripts of ASLB hearings concerning continuation of the construction permit and issuance of an operating license which were held by the ASLB in September and October 1974; June, August, October and Novendier 1975; and January 1976.
It should be noted that the ASLB proceeding was recessed indefinitely in January 1976 and has not reconvenCJ.
It should also be noted that the NRC staff reviews of safety analysis reports filed by the applicant and contained in the dockets identified above were terminated prior to com 30,1977 (42 FR 65334)pletion by the Comission's Order of December 2)
Any and all documents which discuss similar occurrences or abnormal occurrences at both the Barnwell facility and the West Valley, N.Y. plant, or documents comparing the two facilities.
Response
Information regarding comparison of the Barnwell facility and the West Valley plant is contained in the transcripts of the ASLB hearings that were initiated in September 1974 and continued periodically to January 8201190413 811210 PDR FOIA UDELL81-477 PDR
1976, as noted above in the response to Item 1.
These transcripts are filed in the NRC Public Document Room under Docket No. 50-332.
In particular, hearing testimony presented on August 26, 27, and 28,1975 in connection with intervenors Contention No. 8.c. is related to this topic. Also related to this topic is the written supplemental testimony of D. E. Ferguson submitted by letter to the ASLB for the Barnwell proceeding on July 21, 1975 by Joseph Gallo, Chief Hearing Counsel, NRC.

Any and all documents containing economic analyses of the Barnwell or West Valley facilities, or of reprocessing generically which has been undertaken since 1970 by the AEC, ERDA, DOE, D0D, NRC, any contractors (e.g., Allied General Nuclear Services) to those agencies, or national laboratories st.ch as Oak Ridge.
Response
Economic analyses of light water reactor fuel reprocessing and plutonium recycle are contained in the NRC's final " Generic Environmental Impact Statement on the Use of Mixed 0xide Fuel" (GESMO), NUREG-0002. This document with related reference materials is in the NRC Public Document Room at 1717 H Street, Washington, D.C.
Fuel Cycle cost projections, including reprocessing costs, were analyzed in 1979 for the NRC by Battelle Pacific Northwest Laboratories. The results of this work are contained in " Fuel Cycle Cost Prefections," NUREG/CR-1041, published in December 1979 and available at the NRC Public Document Room.
Documents on this topic prepared by other Federal agencies (i.e.) "The Economics of Reprocessing Alternative Nuclear Fuels," September 1979 ORNL/Sub-7501/4 prepared by Exxon Nuclear for the Department of Energy should be requested from the particular agency.

Any and all documents, including, but not limited to, propositions, plans, correspondence, internal memoranda, pertaining to the possible acquisition of the Barnwell Nuclear Fuel Plant by the Bechtel Corporation, a West German firm known as DWK, or any other corporation. This request also specifically includes any correspondence from such firms as your agency.
Response
The NRC staff does not possess any documents of this nature.
