CRGR REVIEW 0F REGUt.ATORY GUIDES h.

The normal procedure for CRGR review of proposed new generic requirements, including Regulatory Guides, will be as shown in Enclosure 1.

The intent of this procedure is to have the staff evaluate the safety benefits and costs to the licensees of the proposed new requirements, and to get V,

CRGR review and approval before extensive cosm'tments of resources are made for internal EC review ACRS review and obtaining and analyzing public comments. Please infura your staff of this procedure and have them allow for CRGR review early in the cycle of preparing new or revised Regulatory Guides.

For those guides already in the review cycle, you 'ay decide the most appropriate time for CRGR review. We have agreed with Mr. Setss that in the future all new Regulatory Guides will have been reviewed and approved V by the CRGR before being sent to the ACRS. For those Guides already scheduled for ACRS review, they will continus their review as planned.

There may be an occasional Guide which the ACRS chooses to send ta CRGR without ACRS action because they believe it should have a careful cost-benefit reivew. This was the case with Regulatory Guide 1.23 (Revision

1) for instance.

The Regulatory Guide 1.68.3 was sent to my office for concurrence prior to final printing and distribution (Enclosure 2). I believe this Guide should be reviewed by the CRGR.

Please have your staff prepare a short briefing for the next CRGR meeting on January 7,1982, from 1-5 pm in Room 6507 MNBB. Your staff should empharize the sgfety benef f'.s to be gained from the proposed requirements, the costs to the licensees and /

the proposed implenientation schedule.
