This is in response to your letter dated July 6,1931 in which you requested NRC approval for your proposed procedures to receive, nasure, and process enriched uranium hexafluoride from a foreign supplier when l
the supplier does not pennit irmpendent witnessing of the packaging and tamper-safing of his shipph.g containers.
l We have reviewed your request, and have determined that the request is reasonable and that its approval will not adversely affect the comon defense and security, and is otherwise in the public interest.
Accordingly, a new License Condition 6.4 is hereby added, effective imediately, to Amendment MPP-2 to your License No. SNM-1227 to read as follows:
l 6.4 When uranium hexafluoride containing less than 5 weight % U-235 is received from a foreign supplier under conditions in which the licensee or his agent cannot witness the loading, sealing, weighing and/or sampling of such cylinders, the licensee shall:
a.
gross weigh each cylinder upon receipt at his facility, b.
sample each cylinder during unloading to process in l
accordance with NRC approved procedures, l
l c.
analyze each sample for percent uranium and percent l
uranium-235 within 30 days of unloading, d.
use licensee measured values for accounting records, l
l e.
perfonn statistical tests for significant shipper-receiver differences on the data, a~

review and evaluate shipper-receiver differences in N
accordance with procedures found in 10 CFR 70.58(g).

i In lieu of the requirement found in 10 CFR 70.54 that the Nuclear Material Transaction Report, Form NRC-741 shall be completed and f
distributed within 30 days after receipt of material, the licensee l
shall prepare and distribute a preliminary copy of this report l
within ten days of receipt of a lot (reactor reload). Verification i
of gross weights for each cylinder shall be the basis for preliminary acceptance.

The final Nuclear Material Transaction Report shall be prepared and distributed within ten days after receipt of all his assay data by the licensee.
Existing License Condition 6.4 has been rendered obsolete by issuance 1
of NUREG/BR 006 titled, " Instructions for Completing Huclear Material j
Transaction Reports", which became effective on January 1,1980.
