9 staff briefings, the Conmission has asked for crrment on the transcripts of tw of the three briefings.
A.
The "Information Flow" Briefing
'Ihe Connission should not demean itself by giving any credence to I
Mr. Stello's clumsy attempt to distinguish GPU's " knowing misrepresentation" of the seriousness of the accident frcm a " knowing misrepresentation" including an ele:ent of " intent". Of course, " knowing misrepresentation" includes, by definition, an " intent" to mislead. Accordir.g to Nabster's New World Dictionary,(1974), to " misrepresent" is to " represent falsely; to give an untrue or misleading idea of."
tbreover, to cb an action "kncwingly" is reant to do it "delib2rately; intentionally." Thus, Mr.
Stello's admission tlat Mat Ed knowingly misled the authorities (Public neeting transcript at 9-11) also admits that the misrepresentation was
" intentional". Any attenpt to distinguish between the t;c it contrary not only to wa.uu sense, but also to wa un English usage.
B.
The " Uncontested Issues" driefing As stated abcce, the EDO staff used this briefing to give the Comission its position on a number of contested issues, in violation of Ccnmission rules and UCS's well-recognized due process rights.

Eisenhut assured the Conmission that 'it is not a problen or a question of having confidence in what he [the Licensee] is going to be doing and hcw he is going to go through it."
