OR A!4E!!DliErlT DATED JAliUARY 4,1982 c-I.

IllTRODUCTION By a mation dated January 4, 1982 the Licensee has petitioned the Licensing Board to clarify or auend its Partial Initial Decision of December 14, 1981:

1.

By chang'ng the last sentence of footnote 72 on page 22 to read "the Staff has identified additional modifications, to acet the requiramants of item II.B.2 of fiUREG-0737, which cust be completed by January 1,1982, or the first outage of sufficient duration thereafter, but no later than July 1, 1982."

2.

By rearranging the order of the last three sentences of paragraph 639 on pages 28-9 to put the last sentence ahead of the two sentences immediately preceding it.

3.

By adding to the table referenced in paragraph 832 and deleting from the fourth entry of the table.

t j

4.

By changing the third planned improvement listed in paragraph 911 on page 165 to read, "The PORV will have an accelerometer, and the PORV and safety relief valves will also have downstream flow measuring devices with indicators located on the main control boards."

The bases for the Licensee's request as well as the evidentiary justification therefor are contained in the Licensee's 110 tion. The Staff's position on the Licensee's :40 tion is set forth below.

j II. DISCUSSIE.

I The Staff has no objections to the first, second, and fourth 1

i nodifications as p oposed by the Licensee or to the third modification as it relates to the fourth entry in the table' in the PID since those

)

proposed raodifications are consistent with the evidence of record, would i

serve to cis.rify cnd ra!:e more accurate the p;rtions of the PID which are the subject of these proposed modifications, and should not require or result in any changes to the Licensing Board's ultimate conclusions in the PID. llouever, the third modification proposed by the Licensee, j

as it relates to the third entry in the table now in the PID would not I

fully correct the problem that now exists with that table.

In lieu of the modification proposed by the Licensee to the third entry, a third item should be added-to the third entry.

That item should read: "3.

Close isolation valves in intermediate cooling water lines.

Staff Ex.14 i

at 32."

This alternative to the Licensee's proposal is necessary because

~

intermediate cooling water is not supplied to the RCP motors as is implied by the Licensee's proposal.

C0fiCLUSION i

Subject to adoption by the Board of the alternative to the third i

modification as set forth above, the Staff has no objections to the j

Licensee's motion for clarification or amendment of the PID.

Respectfully submitted, w%..
