Richmond, Ohio. I am presently chief of the Monroe Township Police Department and have besn in that position for the past five years. Also, I am presently a member of the New Richmond Volunteer Fire Department and have been in that posit ion for' the past 26 years. In the past I have been a member of the New Richmond Volunteer Life Squad for 17 years. In the past I have also served 26

years with the New RicI1mond Police Department as sergeant, patrolman, and chief at various times.

r I hcve reviewed parts of the Clermont County Rcdiological Emergsncy Response Plan and have reviewed Zimmer Area Citizens-Zimmer Area Citizens of Kentucky contentions 20, 20(c), 20(g), and 23, and state the following as my direct testimony.

In times of flooding of the Ohio River in the past I have observed the following., U.S. Route 52 at Point Pleasant is impassable at a flood stage of 55 feet as is Indian Rosd which isolates the residents served by that road as a means of evacuation. In addition S.R. 232 away from Point Pleasant at Dry Run Road is impassable as is U.S. 52 west of Clermontville-Laurel Road and U.S. 52 at Laurel-Moscow Road. Also at a 53 foot flood stage Fagins Run Road at the corner of S.R. 132 is under water and impassable. During the flood of 1964, S.R. 132 south of Twelve Mile Road was under water and impassable.

Altman Road, located in Monroe Township, is a narrow gravel road and very winding. Many of the roadways in Monroe Township are narrow and have no berms or pulloffs where disabled or wrecked vehicles could be moved to in the event of an evacuation. In Monroe Township there are many intersections of roadways with a high potential for accidents or mishap in the ever.t of a general evacuation of the populace primarily due to the nature of these roads. Numerous residents in .

Monroe Township live in residences served by gravel lanes extending 200 feet or more from township, county, or state roadways.

In the event that the roads are covered by sncw or ice, many of th'c road-vays in Monroe Township are virtually Unpassable. In times of heavy snowfall in the past few years, Monroe Township has not had the facility to clear the roadways and many of the roads remained impassable for long periods of time.

In the event of a general emergency at Zimmer necessitat ing evacuat ion, I have serious concerns as to how the local population would react. My specific concerns are the following. First, it is unlikely that a large number of th'e general populace of Monroe Township will keep available and utilize the green cards indicating that they have been notified and have evacuated nor do I believe that- these persons will utilize the procedure of placing ,a towel on their door upon evacuation. Furthermore, I am concerne.d that many residents of Monroe Township would not read the Circle of Safety nor follow evacuation -

directions or other protective actions such as taking shelter. Furthermore,'I am concerned that many residents of Monroe To<nship may immediately evacuate when advised not to do so and merely take shelter or other protective actions and, in the event that evacuation is necessary, may not follow the proper evacuation routes. Based upon many of my conversations with Monroe , Township ,

residents, I am advised by them'that they have a high degree of anxiety and a deep and abiding fear of radiation exposure from the Zimmer Station; their fears are derived basically as a result ,of their inability to feel, see, or hear, smell or taste or otherwise perceive of this particular radiation hazard. They have expressed concern and doubt as to the credibility of information which they may receive in the event of an emergency at Zimmer. In the event of an emer-gency at Zimmer, part icularly necessitat ing evacuat ion, I am concerned about a possible wide breakdown of law and. order due to the panic ~ that may result.

Finally, in the event of an emergency at Zimmer, there would be an insufficient number of police, personnel to handle traffic control and maintain order.

and past experience as a New Richmond Volunteer Life Squad' member and conversa-t ions with other members of those organizat ions, and based upon my experience and conversations with members of the Monroe Volunteer Fire Department and Life Squad, many of these volunteers have stated that in the event of an emergency at Zimmer they will first evacuate their families and subsequently decide whether or not to return to their vclunteer roles assigned by the,Clermont County -

Radiological Emergency Response Plan.

On the November 18, 1981 drill for Zimmer I observed that the volunteers performed for the New Richmond Volunteer Fire Department in a prepared manner not typical of normal operations of that fire department, including some members of that fire department remaining from work on the assigned day in order to part icipate in the drill.

Based upon my experience in Monroe Township, under the most' optimum condi-tions it would require a period of 3 1/2 to 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> for emergency response personnel to verify or notify Monroe Township residents of their notification to take protective action for evacuation due to the nature and type and number of roadways within Monroe Township, including numerous residences serviced by .

county lanes of 200 feet or more in distance from county, state, or township roadways.
