George Wolf f, being duly caut ioned and sworn, states as follows. I, George Wolf f, presently live at 208 Laurel Avenue, Milford, Ohio. I was born in St.

Louis, Missouri on September 29, 1936 and received a Bachelor of Arts degree in English in 1958 at Washington University in St. Louis, and I received a. Mast.ers degree in English in 1959 at Washington University in St. Louis. In 1966 I received a Ph.D at Michigan State University in English. I was an instructor in English for two years at Pennsylvania State University and have taught English at the University of Cincinnati since 1966. Presently I am an Associate Pro-fessor of English at Clermont College, University of Cincinnati. I have pub-lished several articles, a collection of poems and a book in the United States Author's Series in 1981 on a modern American poet, Theodore Roethke. .

I have reviewed the document entitled " Circle of Safety" contained in the Clermont County Emergency Radiological Response Plan. ,.

Circle of Safety needs to be written in a style more easily understandable to the general populace. At the same t ime, it needs to include much fuller informat ion about every aspect of possible radiological accidents and evacua' tion procedure.

The Introduction says "this handbook was prepared to identify the steps to be taken by the public in the event of a radiological emergency at the Zimmer Station." Merely identifying the steps is not enough. The exact actions that individuals will have to take depending on time of day, weather conditions, the speed with which the emergency may develop, etc. must be explained in clear and s imple language. The sect ion " Notification and Protective Action" is not .

written in such language. For instance, "In general, if any public exposure to limited amounts of radioactive materials is expected, then sheltering (but not

evacuation) would be recommended." The section "If Advised to Evacuate',' does not clearly tell the public how members of families will be able to locate each other af ter leaving the EPZ. Wh at parent is going to be satisfied with the vague suggestion that "Special provisions in the emergency plans have been made for schools"?

The booklet needs to give fuller information in answer to these 'que,stions:

What is the " integrated and coordinated plan" that is repeatedly referred to?

What h'appens if one gets conflicting directions from '

different emergency personnel?

i e How are the " protect ive actions" to be altered if the radiological emergency' is not slow to develop but isa sudden one caused by a terrorist attack, a flood, a tornado?

i How have' local emergency personnel been specially prepared to deal with a kind of emergency they have never encountered before?

,What can one expect at the reception /relocat ion centers?

How many people will each be prepared to handle?

i What supplies and services will be there?

Are the centers temporary stopovers on way to more permanent "relocat ion"?

Why should the public have any confidence in the validity of j the three-year tests' of plan? The drills are described but

! not tests of plan.

4 How thoroughly does the drill test individual members of local emergency perso.7nel's dealing with unexpected but.possible L occurrences?

How is radiation (alpha, beta, gamma) measured? -

f How much can a person take without danger?

i How much is present within reactor?

l How long does radiation last?

How is it spread? -

How are school children going to bussed, when burces are used in shifts to get them to and from school? Obviourly, '

are uaking their rounds?

Are there enough marine and air rescue craft and pilots to s warn all campers and boaters during peak vacation season?

t What chance is there that most people in the EPZ will be able to follow the directive to always keep car "with adequate supply of fuel"?

Therefore, it is my opinion that the " Circle of Safety" document fails as a communication device calculated to insure that the general populace will

  • take the. appropriate protective measures in the event of an emergency at Zimmer.

Further, this document is of little value in providing the affected public' with the necessary information and education to make a proper response t'o a radiological emergency.at Zimmer.
