John Wesseler, being duly cautioned and sworn, as my testimony state as follows.

I am the Sheriff of Brown C'ounty, Ohio, and my business address is 200 Cherry Street, Georgetown, Ohio. I.have been the Sheriff of Brown County, Ohio since January 5, 1981. For a period of 29.3 years to my retirement in March, l 1980, I was a member of the Ohio State Highway Pat rol, retiring at the rank of sergeant.

I am generally aware that protective action planning is required for the f protection of the health and safety of the public within an approxi.nate radi~us of 10 miles frcm a nuclear power facility, and in particular a 10-mile radius of l

r the Zimmer Nuclear Power Station sit'uated near Moscow, Ohio, presents potential radiation exposure to a portion of the Brown County, Ohio, population insofar as portions of Brown County, Ohio, are within 10 air miles of the Zimmer Stat ion.

I am further aware that the Clermont County Radiological Emergency Plan provides a major evacuation route to the generally easterly direction of the Zimmer S'tation by directing evacuatior traffice east on U.S. 52 to the junction of S.R. 133 and then directing evacuation traf fic generally north on S.R. 133 to S.R. 125 in Bethel, Ohio, and also providing alternate routing via S.R.s 222 and 232 from S.R. 133 to S.R.125. The junction of U.S. 52 and S.R. 133 is approxi-mately two miles west of the Clermont-Brown County lines.

I am familiar with the roadways of both Clermont and Brown Counties. For purposes of evacuation, U.S. 52 from the junction of S.R.133 is superior to S.R.s 133, 222 and 232. Higginsport , Ohio, situated in Brown County is approxi-mately seven miles from the Clermont County line on U.S. 52 and at Higginsport there is the juncture of S.R. 505. Located at Higginsport is the Higginsport Elementary School.which could provide reception space as a relocation center for evacuating populations of Clermont and Brown Counties. Ripley, Ohio, is located approximately 12 to 14 miles ih Brown County on U.S. 52 from the Clermont County line. U.S. 62 at the junction of U.S. 52 in Ripley, Ohio provides a good evacuation to Georgetown, Ohio, where the Brown County Hospital is located.

Ripley also provides three school sites, Ripley Elementary, Middle and High Schools which could be utilized as relocation centers. Hammersville Elementary Schoci is located in Hammersville, Ohio, on S.R. 125 approximately three miles from the Clermont County line, and provides another potential relocation center for evacuees. Western Brown liigh School, located in Mt . Orab, Ohio, is situated approximately 10 to 12 miles from the Clermont County line and would provide relocation center facilities.

Road . for the Clermont populat ion in the eastern port ion .of Clermont County involving Franklin and Tate Townships provides the most direct and timely evacuation routes away from the Zimmer Station and into Brown County , as well as evacuation routes for the population of' Brown County in the western portion and involving residents of Lewis and Clark townships, leading to S.R.' 125 or U.S. 52, or a continuat ion of evacuat ion routing along U.S. 52.

The Brown County Sheriff's Department has 8 full time deputy sheriffs with six emergency equipped police vehicles, including one four-wheel drive vehicle.

In addition this office has approximately 30 Special Deputy Sher'iffs, all of whom have current police cert ification. Backup _ amergency response for traffic control would also be provided by the village police units in Brown County.

There is further a State Highway Patrol Post located at Georgetown, Ohio, currently involved in the emergency planning for the Zimmer Station which would be utilized fo; traffic control on state and federal highways. Other than the

office, has been contacted to engage in any emergency response support role for -

! the Brown County access roadways which provide evacuation routing in common with t

l Clermont County roadways, or to assist Clerment County in any manner in traffic I

control and the providing of relocation centers for evacuees. However we were

advised and kept current on the status of the November 18,1981, drill. It is my understanding that the permanent population of B; tun County residing en the l western port ion of the county contiguous with Tate and Franklin Townships of r

Clermont- County have received no information, and it is my understanding that such populat ion will not receive any information, as to protective ' actions of "Take Sh,elter" or evacuation in the event of an accident at the Zimmer St at ion i a'lthough some residents are situated within ten air miles of the Zimmer plant and a port ion of the populat ion within 11 miles of that site.

Zimmer Station and into Brown County. At this time Brown County is unprepared to cope with such an influx of evacuees from Clermont County utilizing Brown County roadways for the purposes of traffic managlhent and control. I further anticipate that in tihe event of an accident at the Zimmer Station that the westerly port ion of the population of Brown County will engage in evacuat ion in the absence of any protective response by Brown County police and other emer-gency response personnel to control traffic and to protect vacated residences.

Brown County, and especially the western portion of the county, requires emer-gency response needs and the capabilities to respond to those needs; however, to date Brown County has had no involvement whatsoever in creat ing emergency response action as this county is ef fected by the land characteristics and common access routes leading from the Zimmer Station and to be utilized in the event of the necessity of evacuation. Furthermore, the schools located near the Clermont County line have not been involved as reception sites for *he reception and monitoring of evacuees, whether those evacuees are Brown or Clermont County residents. It is my concern that residents of Brown Courty may become con-taminated by radiation release from the Zimmer Station during an accident requiring evacuation and that contaminated Clermont County residents will enter Brown County land in the absence of any emergency preparedness planning ther'e are no means available for monitoring and decontamination of such individuals.
