Taurii Nishiyama, being duly cautioned and sworn, (o N testimony, state as follows.

My home address is Apartment B, 4815 Bells Lake, Cincinnati, Ohio. I received my Bachelor of Science Degrees in Chemistry and Engineering in 1981, and have two years of working experience in this field.

I have roviewed various documents published by the Cincinnati Gas E Electric Company, the Nuclear Regulatory Commission, and .

reports compiled by the Weather Service Bureau for this area, along with topographical maps of portions of Clermont and Brown

~ Counties, Ohio, including the Zimmer Nuclear Power Stat, ion.

I have noted that Richey Road intersecting the Clermont-Brown County li'ne is 10.0 air miles from the Zimmer Station,.

that State Route 756 intersecting the Clermont-Brown County line is 10.1 air miles, that State Route 774 intersecting the Clermont-Brown County line is 10.6 air miles.

The average annual wind speed with reference to the Zimmer Station from a southwesterly direction is 4.056 meters per .

, second, 9.07 miles per hour, and the wind travels in that direction an average 200 days yearly. .-

Attached to my testimony and incorporated herein are attachments A, B, C and D, respectively, the average annual windspeeds for this area, the effects of same with reference _

to Richey Road at the Clermont-Brown County line, of State Route 756 and 774 at the intersection of that county line.

Based en the approportional land characteristic of the location of Brown County, Ohio to the Zimmer Station, the wind speeds, the direction of the wind and its frequency in that direction, it is my opinion that in the event of an accident involving excessive radiation releases sufficient to necessitate protective action of the population of any part of Clermont County that the plume displacenent will involve portions of Brown County indicated heretofore in such a degree as to result in hea'lth and safety effe' cts to the population in that area necessitating that emergency protective actions be undertakpd for the protection of that involved population.
