4O DEC 211981 EVALUATIOH OF RE0'EST FOR EXTENSION OF THE CONSTRUCTION PEmilT FOR THE ENRICO FERMI ATOMIC POWER PLANT UNIT N0. 2 DOCKET H0. 50-341 Introduction The Ferni 2 Construction Permit No. CPPR-87, was issued on September 26, 1972, with the latest conpletion date specified as Septenber 30, 1976.
In response to The Detroit Edison Company's (Detroit Edison) request of July 8,1976, the Nuclear Regulatory Commission issued an Order, dated August 18, 1977, extendinq the latest completion date specified in CpPR-87 to January 1,1982. Amendment No. I to CPP2-87 was issued on July 5,1078 to add Northern Michigan Electric Looperative, Inc., and the Volverine Electric Cooperative, Inc., as co-owners of the facility and as applicants for all licenses. Detroit Edison has sole reponsibility for licensing, desian, procurerent, construction, operation, and all related functions with respect to the facility.
By letter, dated June 12, 1981, Detroit Edison on behalf of itself and the two other co-owners submitted a request to extend the latest date for completion of construction of Fermi 2 from January 1,1982 to June 30, 1984 In accordance with 10 CFR Section 50.55 (b), the staff, having found good cause shown, is extending the latest completion date in CPPR-87 to June 30, 1994, for the reasons stated below.
Analysis In its June 12, 1981 request for extension of the latest construction completion date, Detroit Edison stated that the Fermi 2 project is about 85 percent complete but cannot be conpleted by the January 1, 1992 expiration date in the construction permit. The construction schedule for Ferni 2 calls for plant construction to be completed sufficiently to allow fuel loading in November 1982. The eleven-month slippage in the scheduled plant completion is attributed prinarily to the impact of new requirements resulting from the Three Mile Island Unit 2 accident on the enqineering manpower of Detroit Edison and its contractors. Detroit Edison has requested a latest completion date of June 30, 1984, which provides an allowance of 19 nonths for contingencies in completing construction and the preoperational testing which is a prerequisite to loading fuel.

The NRC Caseload Forecast Panel visited the plant on Septenber 29 and 30 and October 1,19R1 to assess the status of construction and to estinate the fuel loading date. The NRC staff concluded based on construction times for plants similar to Femi 2 that it is unlikely that the applicants' scheduled fuel load date of Hovember 1982 will be met. The staff estimated that the plant construction and preoperational testing will be sufficiently completed for fuel loading in February 1984.
The major reasons for the staff's later estimated fuel load date compared to the applicants' scheduled date are (a) the najor part of the nine-nonths schedule slippage in the hydrostatic testing of the reactor vessel cannot be recovered and (b) preoperational testing will take much longer than the applicants' scheduled ten month interval for this testing. The staff's estimated date of February 1984 for fuel loading is 15 nonths beyond the applicants' scheduled date for fuel loading.
He therefore consider applicants' allowance of 19 nonths to account for contingencies in conpleting construction and testing to be reasonable.
j As a result of the staff's review of the Final Safety Analysis Report, and considering the nature of the delays, we have identified no area of significant safety consideration in connection with the extension of.
the construction pemit conpletion date for the Enrico Fermi Atomic Power Plant, tinit 2.
The Staff finds that because the request is nerely for more time to conplete work already reviewed and approved for Construction Pemit 1
CPPR-87 no significant hazards consideration is involved in granting i
the request and thus prior notice of this action is not required.
i Conclusion The Connission's staff has reviewed the information provided in the applicants' submittal and has visited the plant to estinate the construction completion date. We conclude that the factors discussed above are reasonable and constitute good cause for delay; and that extension of the latest construction completion date for Femi 2 is justifiable.
The staff finds that this action does not involve a significant hazards consideration, and that good cause exists for the issuance of an Order extending the latest connletion date in Femi 2 Construction Pernit CPPR-87 to June 30, 1984.
