DETERMINATION OF ACCEPTABILITY OF LIST OF CRBRP ITEMS UNDER QA PROGRAM This memorandum is written to mquest that all reviewers assigned to the CRBRP PSAR application review the safety-related structures, systems, and components described in Sections 3.2 (Tables 3.2-1, 3.2-2, and 3.2-3) and 7.1 (Table 7.1-1) to determine if there is an adequate list of items that should be con-trolled under the CRBRP 10 CFR 50 Appendix B quality assurance (QA) program.

Note that part 17.0.5 of the PSAR indicates the QA program will also apply to i

the reactor core and reactor vessel internals.

The criterion to be used in detennining whether items fall under the require-ments of the Appendix B QA pmgram is as follows:

Structures, systems, and components that prevent or mitigate the consequences of postulated accidents that could cause undue risk to the health and safety of the public.

Additional guidance in this regard is provided in the regulatory position of Regulatory Guide 1.29, " Seismic Design Classification."

It is our intent to arrive at a safety-related list for the CRBRP application that is generally consistent, both in scope arid level of detail, to safety-related lists shown in the past CP. applications. Therefore, it is expected j

that the list will be directed primarily to the systen level of detail (i.e.,

there is no need to identify and list every safety-related component within a sys tem). However, if a component consists of a combination of safety-related j

and nonsafety-related functions (e.g., reactor coolant pump), you should ascer-

tain that the safety-mlated portions of that component are included in the li s t.

It is requested that adequate justification be provided for substantive additions, deletions, or expansion in level of detail should such situations arise.

In conducting your review, you are requested to:

Identify those safety-related items that should be added to the tables and provide the justification for these additions based on the above cri terion.

Included in your considerations should be the need to expand the level of detail of specific items for clarity.

Confer with your counterparts in other branches, as necessary, to assure that those items whose responsibility for review you may question, are indeed addressed by at least one reviewer.

We request that this work be accomplished in parallel with your other CRBRP activities and that your response to this request be transmitted by memorandum to the QAB no later than January 29, 1982.
