- in As a Pennsylvdnla resident wno lives downwind Er 6h Three Mlle Islano, I strongly protest the decision by the Atomic Safety ans Licensing Board ahich recommends that Metropolitan Edison Co. be allowed to restaIt reactor ho. 1 at 1M1.
I believe there are meny reasons wny restart of IMi-l should not be permitted at this time:
_ A method of paying for the cledn-up of THi-2 has not even been agreed to end the clean-up itself has hardly begun.
The clean-up is an entirely new process, and who Knowb what proolems may arise. 1 believe the cledn-up ot TMI-2 should be is substantiell'y complete Detore enother reactor -- TM1-1 dllowed to operate on the same site.
_ The investigdLion of cneating on qualitication tests by reactor operators at IMI has not Deen completed. Certainly this should be entirely cleared up Detore any reactor is d11 owed to operate at Thl.
_ 1he courts have not had e chance to rule on the issue of the psychological stress whicn a restart would cause tor residents in the immediate vicinity ot 1M1. They have a right to be heard cetore Met-Ed and the NHC pre-empt their case.
_ An adequate evacuation plan for tne ENTIRE hazaro dIea around TMl nas yet to De prepared and accepted. lhis must include at least a 25-mile Iddius.
I also reject the ASLB contention tnat Met-Ed and GP,0 Nuclear are qualitied to operate a nucledr reactor. They told us tne dccident couldn't nappen, then covered it up wnile it was nappening. And now 'ae're.supposeo to believe them When they sdy it won't ndppen dQaln?
