APPLICANTS' MOTION TO LIFT SUSPENSION AND REQUEST FOR PREHEARING CONFERENCE The United States Department of Energy (DOE), Project Management Corporation, and the Tennessee Valley Authority (the

Applicants) hereby file this Motion to Lift Suspension and Request For Prehearing Conference in the above-captioned proceedings.
In support of this Motion the Applicants state the following:
i.
On April 20, 1977., the. previous Administration announced its decision to cancel the Clin'ch River Breeder Reactor Plant (CRBRP) proj ect.
On April 22, 1977, the Energy Rese' arch and Development Administration (ERDA), the predecessor agency to DOE," filed a Motion for Suspension of Hearings.
On April 25, 1977, the Atomic Safety and Licensing Board (the Board) granted the request.

On October 8, 1981, President Reagan' issued his statement on Nuclear Power, which provided I am directing that government agencies proceed with the demon-stration of breeder reactor tech-nology, including completion of the Clinch River Breeder Reactor.
This is essential to ensure our preparedness for longer-term nuclear power needs.

On November 30, 1981, DOE filed, on behalf of the Applicants, a request with the Commissioners for authorization to commence site preparation activities pursuant to 10 C.F.R. 550.12.
The Board and all parties to the above-captioned proceedings were served with that request, and the Applicants' Legal Memorandum in support of that request.
On December 24, 1981 the Commission issued an Order which established procedures and a schedule for the Commissioners' decision on the Section 50.12 request.
The Applicants will be pursuing their Section 50.12 request in accordance with the schedule set forth in the Commis' ion's Order.

The Applicants, in addition, wish to proceed with these proceedings.
If the Section 50.12. request is granted by the Commission, the Applicants must still obtain all findings prescribed by 10 C.F.R. S 50.10(e)(3)(1)-(ii) as prerequisites for a Limited Work Authorization-2 (LWA-2).
If the request is not granted, the Applicants would seek'a Limited Work Authorization-1 (LWA-1), and must obtain all
' findings prescribed by-10 C.F.R. S 50.10 (e') (1)-(2).
