Dear Hr. Perry:
The hearing before the Atomic Safety and Licensing Board on the off-site radiological emergency plans will commence !!onday, January 25, 1982 in Cincinnati. The place has not yet been designated and I shall inform you as soon as it is.
However, we contemplate that it will be in the-downtown area of Cincinnati.
The intervenors will first put on their affirmative case to substantiate their allegations of defects.
The appli-cants and NRC will then cross-examine and there will be re-direct, re-cross and surrebutter. The states and counties involved will then sponsor their respective plans and (perhaps) with Applicant witnesses defend those plans against the alleged defects. Again there will be cross, re-direct, re-cross and surrebutter.
Then NRC-FEMA will present their testimony on the conten-tions,. subject to cross, re-direct, re-cross and surrebutter.
The hearings will adjourn about 2:30 on Friday, January 29; reconvene at 9 a.m., ltonday, February 1; adjourn about 2:30 p.m., Friday, February 5: reconvene Monday, February 22 and adjourn, Friday, February 26, 1982 about 2:30 p.m. unless sooner concluded.
The government witnesses will need to be present through-out the proceeding.
All of us who are to attend the hearings for the government should make all plans accordingly.
I will keep you infomed of any changes in schedules and will inform you of any events that may impact upon FEMA.
