I am employed as the Regional State Liasion Officer U.S. Nuclear Regulatory Commission, Region V.

Q.3. State the nature of the responsibilities that you have had with respect to emergency preparedness for Diablo Canyon, Units 1 and 2.
A.
In August of 1979, an Emergency Preparedness Task Force was created by the Office of Nuclear Reactor Regulation. At that time, I was assigned the Staff responsibility for review of the Diablo Canyon emergency preparedness program.
In my current position as Regional State Liasion Officer. I serve as the NRC representative in the Regional Assistance Committee (RAC) whiqh has been established'to review and evaluate the emergency preparedness programs for offsite jurisdictions around fixed nuclear power facilities.

. Q.4. What is the purpose of your testimony?
l A.
The purpose of my testimony is to supplement that of Mr. John Sears and others from the NRC Headquarters Division of Emergency Prepared-ness.
Q.5. What was your role in the August 19, 1981 emergency response exercise for Diablo Canyon, Units 1 and 27 A.
I was the team leader of NRC's Evaluation Team which had the responsibility to evaluate the Applicant's performance during that exercise. Also, I performed evaluation responsibilities as a member of the RAC and provided input to FEMA's evaluation of offsite.

I joined the Nuclear Regulatory Comission Staff in 2976 as a Program Analyst in the Office of Nuclear Material Safety and Safeguards. Following that assignment I was assigned as a Reactor Safeguards ~ Analyst in the Office of Huclear Reactor Regulation.
}n that position I was charged with the technical evaluation of the physical security plans submitted pursuant to 10 C.F.R. 73.55 for 13 nuclear power facilities.
In addition, I was selected to serve on the Emergency Planning Task Force and was tasked with the technical. evaluation of emergency plans for 8 nuclear power facilities. Among these fecil'ities was the Diablo Canyon Nuclear Power Plant.
I am presently assigned as the, Regional State Liaison.0fficer, U.S.
NRC' Region V.
As part of my duties I serve as a member of the Regional Assistance Comittees in Federal Regions IX and X.
These committees were established to atsist in d.evelopment and evaluation of the offsite emergency preparedness around nuclear power facilities.
Prior to joining trie Nuclear Regulatory Comission I served in the U.S. Army in e variety of' assignments' to include combat infantry duty in Viet Ham, and radiobiology research with the Defer.se Nuclear Agency.
