, the assumption that the maximum amount of hydrogen generated will be only 1/6 to 1/10 the amount that was actually generated during the accident. The two NRC Commissioners who voted to upgrade the regulation condemned the other two Commissioners by saying, "It is a finding that could only have been made by a group schooled in the arcane subtleties of nuclear regulation. No ordinary person is capable of such foolishness."

3) Hearings on operator cheating are continuing through the month of December,1981, with an Atomic Safety and Licensing Board decision expected in February, 1982. However, the NRC Chairman Palladino stated that the Commission need not wait for the outcome of these hearings before they make a decision on the restart of Unit 1.

Surely TMI Unit 1 cannot be deemed safe to operate while the competence and integrity of its operators are in question.

The citizens of' Pennsylvania need a definite clean-up and funding i

program for an expeditious and responsible clean-up of the damaged Unit 2 reactor before any consideration is given to the restart of Unit 1.

To re-open a nuclear plant to stabilize the economic well-being of an incompetent management at the expense of our health and safety is totally unacceptable.
