Dear Senator Byrd:

Thank you for forwarding Professor Hewitt's letter of October 2,1981 in which he expressed his concerns about the potential impact of the current budget tightening on the U.S. Nuclear Regulatory Coamission (NRC) research in geology and seismology. He has expressed some good thoughts on these subjects and I share his concerns.

I can assure you that the NRC recognizes the importance of this research effort.

In order to be responsive to President Reagan's goal to reduce federal spending, we consider it of utmost importance to assure that the funds invested by the NRC in earth science research yield infomation which is of direct significance in licensing decisions and that there is impact on the public health and safety.

I believe that the proposed revisions to the present progran provide that assur-ance. For Fiscal Year 1982, the proposed program includes full funding for the NRC-supported seismograph networks east of the Mississippi; in particular we plan to maintain the one operated by Virginia Polytechnic Institute.

In the long tem it will be necessary to reconsider funding in light of a more austere budget, but the provision of funding for operation of these networks through Fiscal Year 1982 will provide time for an orderly transition to a broader base of funding.

One of the recurring coments that has been received in praise of the NRC earth science research program concerns the number of spin-off benefits that the program has generated. Professor Hewitt comments on a number of these. The NRC has been exploring the possibility of generating financial support from those benefitting l

from the program. The NRC welcomes the opportunity to enter into cooperative funding agreements with industry, state agencies, and other federal agencies to support continuation of the earth science research program.
