Dear Mr. Davis:
To satisfy the intent of the terms of Section III B of the " Partial Recission of Order" dated October 9,1981, we propose the following:
1.
Decontaminate the cask, measure and record surface con-tamination at established locations on the cask surface.
2.
Move the empty cask for a distance of roughly 200 miles, returning it to its home base.
3.
fleasure and record surface contamination at the same locations as those established for 1 above.
4.
Prepare the cask for shipment.
5.
Ship the empty cask to a destination roughly 900 miles from its home base, measuring and recording surface con-tamination at selected locations from those established for 1 above at intervals during the trip of nominally 200 miles.
6.
Measure and record surface contamination on receipt at its destination at locations on the cask surface estab-lished for 1 above.
7.
Load the cask.

Decontaminate the cask and prepare it for the return trip to its home base; measure and record surface contamination at locations established for 1 above.
9.
Measure and record surface contamination at selected locations at intervals during the loaded trip of nomi-nally 200 miles as in 5 above.
- 10. Measure and record surface contamination on receipt at the home base at locations established for 1 above.
The data collected will be used for the report to be prepared for Section III C of the " Partial Recission of Order."
Should surface contamination monitored during the transport exceed levels permitted by 49 CFR 173.397, the personnel accompanying the ship-ment will securely cover the package with plastic sheeting and assure that the sheeting remains in place for the completion of the shipment.
In this event, the package will be removed from service on completion of the shipment and will not be returned to service without NRC concurrence.
