This refers to the Safety Analysis' Report for Packaging (SARP), submitted on February 14, 1978 as supplemented for the packaging of low enriched uranium in steel banded wooden boxes at. provided by DOE Certificate of Compliance No. 5467.

We have reviewed the approach and methods used to demonstrate that the prorossd packaging and contents meet the requirements of 10 CFR Part 71.

In connection with our review, we have identified some basic issues that need to be resolved.

We do not believe that credit for spacing can be assumed in the criticality analysis for the contents following the accident damage tests. The approach used in the DuPont Report DPSP-79-71-6 is acceptable in that the most reactive case in accordance with 10 CFR 71 was evaluated; however, justification of the computational methods should be included in subsequent reports. In other nuclear criticality safety analyses provided, conditions consistent with the accident damage tests of 10 CFR Part 71 were not evaluated.

The physical form of the contents should be addressed following the accident damage tests. 'It has not been shown that oxides or any interim mix of oxides and metal is less reactive than the uranium metal or that formation of oxides would be precluded.

issuance. The SARP should be consolidated to remove any inconsistencies and provide an acceptable approach to meeting the requirements of 10 CFR Part 71. It would also be desirable to separate nonpyrophoric material forms from the potentially pyrophoric matcrial forms considered in the SARP.

Please advise us within thirty (30) days from the date of this letter whw the above information will be provided.
