Secticn 3.1.4.3b When computing the moment forces on welds, all the tG~down lug welds are assumed to be in tension. This is not a

valid assumption. Since no other forces are applied on the lug, equalibrium cannot be achieved. The calculations should be revised considering the above.

Section 3.1.4 Summary The excessive load requirement of 10 CFR 571.31(d)(3) is not satisfied by non-structural members (shackles) attached to the packaging. The lifting and tie-down devices that are a structural part of the package must be evaluated for failum under excessive loads.

Section 3.2.6.2 The effects of bottom corner drop on balance of cask are not adequately addressed. Provide free body diagrams of 4
the cask and the bottom plate showing all the forces acting including the content and reaction force due to impact. Based on free body diagrams, show that the stress in the cask shell and the welds joining the cask and the bottom plate are within allowables.

Section 3.2.6.3 and Section 3.2.6.4 It appears that only the vertical component of the impinet force has been considered in the analysis. Horizontal component of the impact force should also be addressed. Also, the reaction force at the outer edge of the cask should be evaluated and the resulting stresses in the cask shell shown to be within allowables.
CONTAINMENT Suania:ize and use the pertinent results of analysis or tests performed that effect the seal area to demonstrate containment under nonnal conditions of transport.
DRAWINGS Provide a comolete description of the packaging seals and contact area.
