SUff4ARY OF MEETING HELD Otl DECEMBER 17, 1981 RE: SYSTEMATIC EVALUATI0tl PROGRAM (SEP)
On December 17, 1981, a meeting was held in Bethesda between NRC and SEP utility senior management. A list of attendees is included as Enclosure 1.
The purpose of the meeting was to discuss licensee perfomance since June 30,1981, in the redirected SEP program.
Mr. D. Eisenhut of the staff opened the meeting with a short discussion of past experience and how the schedules have slipped in the year following the start of the redirected program.
He stated that the purpose of the neeting was to assure that the licensees maintain a canagement comitment tc the completion of SEP.
Mr. D. Edwards of Yanked Atomic Electric Company responded for the utilities by reaffirming the utilities comitment to completion of SEP. He further g 6ol stated that the SEP has shown a marked improvement in progress since the 6
initiation of the SEP redirection. The utilif.ies feel that the status

effort expended by the licensees.
In addition, they expressed concern

with the turnover in NRC staff which was causing a lack of continuity on some reviews.
Some owners proposed that they be more involved in the integrated assessment phase of the program.
Several other licensee spokesman comented specifically regarding their utilities perfomance and comitments to the SEP program.
Messis. Dircks and Denton then asked if the licensee would perform independent analysis of their plants safety without the NRC. Various licensee pointed out internal programs they use to assure their own safe operation.
A discussion was held regarding the licensees performing the integrated assessment (IA) for their plants using the staff topic evaluations.
