Dear Mr. Spencer:

Thank you for your letter of October 28, 1 981 to Chaiman Palladino concerning the New England seismograph network. A thorough review has been conducted by l

the Office of Nuclear Regulatory Research of the current seismological research j

program in New England. The purpose for establishing the seismograph networks was to develop an information base from which the U.S. Nuclear Regulatory Com-mission (NRC) could regulate the siting of nuclear facilities. The NRC is pleased i

to share the infomation obtained from these networks, and we are gratified to know that the Massachusetts Civil Defense Agency, the U.S. Amy Corps of Engi-neers,, Department of Energy, Federal Emergency Management Agency, and various Massachusetts State agencies have found this information useful.

t In an effort to respond to President Reagan's request that all federal agencies j

reduce spending, we have reviewed our programs in the earth sciences to assess their relevance to the agency mission and detemine whether any of the existing l

program could or should be eliminated. Based on this review, we have detemined i

that funding should be continued during Fiscal Year 1982 for tha New England j

seismograph networks.

In the enclosed letters from Paul J. Cahill and James W. Skehan, S.J., they I

. mention how useful the seismic information from this research effort has been i

to the Comonwealth of Massachusetts, in particular, and to all of New England, i

in general. We would be happy to enter into cooperative agreements with any of l

the interested states to share in the funding of the operation and maintenance of these networks. If you would like to discuss this possibility, please contact Mr. Frank J. Arsenault, Director of Health, Siting, and Waste Management. He can
