On October 22, 1981 the final rule on the protection of unclassified i.
safeguards information was published in the Federal Register (46FR517718).
This letter requests an extension of the implementation date of this regula-tion and, moreover, documents Consumers Power Company's constraints and reservations in meeting such a date.
It is our judgment that the January 20, 1982 date stipulated in the Federal Register is unrealistic and impractical for Consumers Power Company, and that we will not be able to meet the require-ments of 10 CFR Part 73.21 by January 20, 1982.
Consumers Power Company is in the process of identifying the persons and departments who possess any safeguards information and assessing their needs and problems (eg, cabinets, etc). Extensive expenditures of resources and time consuming coordination between departments to develop procedures and-plans to implement the requirements of the regulation will be required.
Substantial time and effort is being expended in reclassifying all documents as safeguards information, ordering new stamps, locking bars, padlocks and cabinets, and notifying contractors and local police of the regulation and its ramifications. The excessive degree to which modifications and installations of equipment that have to be done to our facilities will result in additional time.
The Nuclear Regulatory Commission should also consider the difficulty in procuring GSA approved equipment lists and the lead time required to order ant' receive the GSA approved items.

January 4, 1982 time has already been lengthened due to the. late. arrival (and NRC's encem-brance) of hMG-0794.
Therefore, in accordance with 10CFR73.5 Consumers Power Company requests a temporary exemption from the 10CFR73.21 schedule requirements and an extension of the January 20, 1982 date,.until October,22, 1982. This extension will i
allow for the procurement of new storage equipment, the modification of
- $cilities and the implementation of new procedures. The Commission should also note that the costs associated with the implementation of these require-ments will far exceed those identified in the value-impact analysis provided.
