Notice of Expired License
Dear Mr. Kinneman:
In response to reference (b), the application for License SNM-1648 was made to the NRC in June 1976 in a letter from K. H. Dufrane to Charles E. MacDonald, Chief, Transportation Branch, NRC. This was done to provide NFS with greater flexibility within its spent fuel shipping services.
It allowed NFS to act as shipper and possess specified material in approved packages for delivery to a carrier for transport, as well as private carriage.
Since its issuance, NFS has not had a need to use this license; therefore, when the license expired in June 1981, a renewal was not requested.
Your letter of November 19, 1981 requested that NFS take the following actions:
NRC ITEM Prepare a statement which explains the method of disposal of the materials -- what material was involved, how it was disposed of or to whom it was shipped, and when this was done.
NFS RESPONSE Since the license was not used, no material was shipped or disposed of pursuant to the license.

It the activities conducted under the expired'licenu_ were subject to the reporting requirements of 10CFR Part 20, Section 20.407, you must submit the annual report required by 20.407 for the current calendar year and a termination report required by Section 20.408 for individuals engaged in activities under the expired license. Those reports must be submitted to the Director of Management and Program Analysis, US Nuclear Regulatory Cormission, Washington, DC 20555.
NFS RESPONSE There were no activities conducted pursuant to License ShM-1648 since its issuance in June 1976; therefore, annual exposure reports to the license were not issued.
Termination reports to individuals are not necessary because exposures were not incurred pursuant to SNM-1648.
In view of the fact that the license has expired and the information provided above, NFS understands that License SNM-1648 is, in fact, terminated and NFS has no remaining responsibility under that license.
