Dear Commissioners:

s We are writing to invite you to come to Central Pennsylvania sometime-in_the'y next few weeks, prior to.your decision on the restart of TMI Unit 1.

After participating in two years of ASLB licensing proceedings, we find tha~t they have been extremely technical and legalistic as well as very time and money consuming. This has placed a tremendous burden on our organizations, which are primarily staffed by volunteers and have minimal financial resources, in contrast with the large and well paid staff representing GPU Nuclear.

Because of the legal nature of the proceedings, many of the concerns most important to local people (such as psychological stress) were not admissable.

As a result, the licensing process has been heavily weighted towards the utility's point of view.

Because of the nature of the process, the discussion abdut restart has been primarily between lawyers. We are concerned that you will make a decision that will' very intimately affect our lives based only on documents which you will read in your offices in Washington, DC.

We are therefore requesting that you come to Central Pennsylvania and hold a public. meeting to discuss the reopening with area residents. We feel that a face-to-face public.neeting is vital for you so that ycu can bitter understand the opinions of the people who live close to TMI. We would certainly want to work. with you to develop a format for the meeting that would provide an opportunity for many people to speak to the issue while retaining the decorum appropriate for a national commission.

Please 'let us know that you will be coming to this area.

We realize that this is an extraordinary request, but the TMI accident is extraordinary and requires

, equally extraordinary response from th.e Commissicn.
