-TMIA MOTION TO EXTEND DEADLINE FOR COMMENTS 9 Three Mile Island Alert (TMIA) hereby joins the f Concerned Scientists (UCS)' in its December 29, 1981 Motion to Extend Deadline for Irnediate Effectiveness Comments. 'IMIA moves that the Commission extend the deadline for commenting on'whether the Partial Initial Decision of December 14, 1981 should beLmade ,

immediately effective and on whether to defer a decision on restart ,

until the Atomic Safety and Licensing Board issues its decision in the reopened proceeding on cheating issues.

In addition to the January 13, 1982 deadline for the filing of these comments, TMIA faces two other deadlines that week. One.is the deadline, also on January 13, 1982, for filing comments on the

presentation by Victor Stello on information flow during the TMI-2
j. accident. In addition, on January 15, 1982, TMIA must file its-proposed findings in the reopened proceeding on cheating issues, in which it is a party.

These multiple filings, all due at approximately the same time, are a very heavy burden, and the attempt to prepare these multiple filings simultaneously threatens to limit the ability of TMIA to fully.present important factual, legal and policy matters.

For these reasons TMIA joins UCS in requesting the Commission to extend the deadline for~ commenting on whether the Partial Initial Decision of December 14, 1981 should be made immediately effective and on whether the Commission'should defer its decision on' restart until the Atomic Safety and Licensing Board has issued its decision in the reopened proceeding on cheating issues. TMIA moves that this

-deadline be extended to February 15, 1982, with reply comments due seven days after_ receipt of initial comments. i As noted by UCS, this schedule would not in any way delay -

the date on which the potential restart of TMI Unit 1 would occur.
