Operating License No. DPR-50 Docket No. 50-289 TMI-l Shift Manning Tliis letter is in answer to paragraph two of your letter Docket No. 50-289 of December 1, 1981 in which you requested our plan for continued staffing of the plant while in cold shutdown prior to restart.
The following--individuals (previously Licensed) who took the NRC examinations in October and did not pass have been removed from all licensed duties
- and will not be used for licensed duties without prior notification of NRC, or until they have passed the required NRC examination (s) and have been officially issued a new NRC license:

JUSTIFICATION Indicated below is the justification for those operators currently holding cold operating licenses but who did no: pass all sections of the October NRC cxa=ination, whom we consider to be co=petent to meet the technical specifica-
- ion license requirements for the cold shutdown condition of the plant:
Senior Reactor Ooerators 1.
I - Mr. I has been licensed as a Ro at 'IMI-l since 1974 and as a SRO since 1977. He has continually performed his licensed duties _in a highly co=petent and reliable =mmer.
He was promoted to Shif t Super-vdsor in April 1978 and continued his superior perfor=ance in that senior
. position.
To assist Mr. I in carrying out his assigned duties on shif t, a mini =um of two Reactor Operators who successfully co=pleted all sections of the October RO examination vill be assigned to his shift at all times.

.T_ - Mr. F has been licensed as a RO at THI-1 since 1974 and as a SRO since 1977.
He has performed his licensed duties in an effective and competent mner during that period.
He also served in the U. S.
Mavy nuclear program as an Electronics Technician qualified as Reactor Operator. Mr. I was just recently promoted to Shif t Supervisor, having been assigned as Shift Fore =an from March 1978 to September 1981.
M. F passed all requirements of the SRO exa=ination, including the oral exa=ination, except for one section of the writ:en examination..\\
(R-65%).
We are commencing to retrain him and consider ha vill soon be ready to retake this section.
Reactor Ooerators 3.
1 - Mr. Z had approximately six years of Navy nuclear experience p-ior
- o co:ing to TM1.
He has perfor=ed in a very satisfactory manner as a licensed Reactor Operator since 1978. He was promoted to Shift Fore =an in October 1980. Mr. Z passed all requirements for the SRO license, including the oral and si=ulator examinations, except for one section (R-64%) of the SRO vritten exa=ination. Based on his past l
perfernance and his perfo. ance on the October exa=ination (passed l
all 20 recuirements) I consider Mr. Z highly capable of perfor=ing l
licensed 20 du:ies in the cold shutdown condition.
He vill not be the technical specification requirenents for E.n S50 l
used to meet since he does not currently hold a cold SRO license. We are co=senc-ing :o retrain him and consider he vill soon be ready to retake the section of the SRO exa=ination he failed.

I other~ operators who failed only one section of the examination, we are commencing to retrain him and consider he will soon be ready to retake the section he failed.

,T_ - Mr. T was an original operator of THI-l and received his RO license in 1974. He has always carried out his licensed duties in an exceptionally competent and professional manner and is especially capable in unusual or abnormal situations.
Because of his extensive knowledge and experi-ence in the plant he is frequently called upon by his supervisors for-assistance in these. type of situations. Mr. T successfully passed the written portion of the examination but failed the oral.
It is our considered opinion that a major contrib'uting' factor to his failure of the oral examination was "boardsmanship",
i.e., he is a very quiet and reticent individual who, therefore, has a natural tendency to have difficulty with. oral type examinations. We intend to attack this problem by giving him repeated oral exaninations by senior and know-ledgeable members of the plant staff.
I am confident he will be well prepared for his re-examinction.

Our letter L1L 356 of Dece=ber 3, 1981, provided the information requestad concerning shift staffing prior to restart.
This icut'er outlines our plans for restart and continued operation at power.
Our long term goal and current phhg are directed towa$ds regaining

The loss of seven licensed i
operacors (four RO's and thrse SRO's) in the last year has us currently i
in a situation where ve have the capability for staffing five shifts consistent with the ahift manning cots:itments set forth in ASLB's Partial IrJ.tial' Decision of August 27, 1981.

.The NRC oral and written re-examination of operators who failed one or core sections of the RD or SRO exa=ination's adiinistered in October is now scheduled for tha week of Februrary 8,1982.
Car staffing plan must therefore be shown as two sepsrate plans; one for startup before the re-examinations are administered and graded, and a second based on o'perations af ter the re-exaninations.
