Dear Mr. Keppler:
W DOCKET NOS. 50-266 AND 50-301
[E-E b IE BULLETIN NO. 79-02 PIPE SUPPORT PLATES AND ANCHOR BOLTS POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 This is to provide our final response to IE Bulletin No. 79-02 dated March 8, 1979, including Revision 1, Supplement No. 1, dated August 20, 1979, and Revision 2, dated November 8, 1979.
As you know, we have undertaken,a program of 100%
inspection of Seismic Category 1 piping systems at Point Beach Nuclear Plant to verify the integrity of all drilled-in anchor bolts installed on pipe supports on these systems, verification of base plate flexibility effects, and other work required by the 79-02 bulletin.
The field inspection and upgrading work was essentially complete in June 1980.
We have not previously transmitted the final program summary information because of the work interface with the ongoing IE Bulletin No. 79-14 program.
The final summary of the base plate and anchor bolt evaluation is as follows:
1.
Total number of pipe supports evaluated:
943 2.
Number of supports with FS < 2:
123 3.
Number of supports with FS > 2 but < 4 or 5:
74 4.
Number of supports with FS > 4 or 5:
746 FS = Factor of Safety FS = 5 for shell type anchors FS = 4 for wedge type anchors DOCfofffElst

.i Mr.'J. G. Keppler December 23, 1981 L Al'1 systems with supports having a factor ofisafety less than' 2.0'were also evaluated for system operability to verify that
-the system wculd remain operable during a Safe Shut-down Earth-quake.
In addition to the pipe supports on Seismic Category 1 piping' systems, 173 failure restraints with concrete expansion bolts were inspected as part of the IE Bulletin 79-02 program.
These restraints were also upgraded where required.
Information from the field. inspections performed was.
evaluated during the IE Bulletin No. 79-14 piping analysis to verify that all supports are capable of withstanding the design loads determined from analysis of the as-built piping configuration.
If you have any. questions or require further information, please
. contact us.
Very truly yours,,
