The NRC staff has initially reviewed your proposed change. Based on the information you have provided we wcre unable to perform a conclusive review of your request. The staff has determined that additional infonnation is needed with regard to the method which will be used in measuring AP and how AP will be verified. Your calculations which could support that a system minimum flowrate of 50,000 CFM would maintain the auxiliary and fuel handling buildings at a negative pressure of 0.125" H2O are also required.
Indicate if the AP will be continuously monitored and recorded, and if not, please submit an evaluation of door opening effects on AP and assurance that the buildings will be maintained at negative pressure during contaminated liquid transfers or processing. Include actions to be taken when the 0.125" H2O AP is not met and time restrictions within which those actions are required to be taken.
Through our initial review we were unable to determine whether the auxiliary building air cleanup system (ABACS) flowrate fluctuations are due to a system maintenance or design inadequacies. Based on our review of recent maintenance on the system vortex dampers, it appears that the system flowrate has improved and it may be possible to continuously maintain it at 63,000 CFM i 10%.
Therefore, we also need your evaluation of the system performance and maintenance history during the past three months.
