Dear Mr. Stolz:
On March 19, 1981 (Serial No. 697) Toledo Edison identified its plans to coc.plete installation of the fire protection upgrades for the Davis-Besse Nuclear Power Station Unit No. 1 (DB-1). The only item remaining from the NRC Fire Protection Safety Evaluation Report (dated July 26, 1979) is an alternate shutdown capability for the service water system at DB-1.
The Safety Evaluation Report reflected our commitment and the staff's acceptance of a mid-1984 schedule for the alternate system shutdown capability.
In the March 19, 1981 submittal, Toledo Edison provided the intended design and a revised schedule accelerating the installation of the upgrade to the refueling outage starting in February 1982. Due to equipment delivery and resource allocation problems with the extensive post-TMI modification program, this schedule can no longer be met.
Toledo Edison has now revised its schedule. All work requiring outage conditions n the service water s1 ternate will be completed during the upcoming refueling. The completion of the total modification will be accomplished in 1982. This activity is progressing and is considered to be consistent with your requirements.
