LaSalle County Station Units 1 and 2 Shif t Technical Advisor Rea,uirement To Return to Control Room Every Two Hours Final Resolution NRC Docket Nos. 50-373/374 Reference (a): C. E. Sargent letter to A. Schwencer dated Novembe r 24, 1931

Dear Mr. Schwencer:

The purpose of this letter is to recognize the statements proposed by NRR as an alternative to requiring the plant Senior Reactor Operator (SRO) to return to the Control Room every two hours. This represents a change from our original proposal identified in Reference (a).

In order to resolve this issue and insure the plant SRO maintains overall awareness of plant status the following statement will be incorporated into the Station Administrative Procedures:

"The Shif t Foreman shall maintain awareness of plant status, and changes thereto, so that during plant transients he can promptly and efficiently relieve the SCRE. To achieve this awareness:

1. The Shif t Foreman shall participate in the SCRE Shift relief turnover.
2. During the shif t, the SCRE shall inform the Shift Foreman of any significant changes in plant status as soon as practical af ter a decision is made to make a change.

3. During the shift, the Shift Foreman shall, where practical, return to the Control Room one to two times per shif t for a plant status update, and where not practical to return to the Control Room, shal' periodically check with the SCRE for a plant status update. In no case should the shift foreman be required to abandon duties critical to reactor operation to return to the Control Room, unless specifically ordered to do so by the Shif t Engineer."
