Peach Bottom Atomic Power Station Technical Specifications for NUREG 0737, Items II.F.1.1 and II.F.1.2

Dear Mr. Stolz:

This letter summarizes our understanding of the present licensing status of several TMI-related modifications, and proposes a schedule for submitting a operating license amendment application regarding these modifications.

Your letter dated October 5, 1981 (J.

Bauer) indicated that Philadelphia Electric Company requested in correspondence dated December 22, 1980, deviations from the stated positions regarding NUREG 0737, Items II.P.1.1 and II.F.1.2 (high range noble and radiciodine effluent monitors).

Additionally, information was requested by the NRC technical lead reviewer, Mr. Plail Stoddart, in a late August, 1981, telephone conversation regarding the same NUREG 0737 items.

It is our understanding that the information we supplied Mr. Stoddart in a September, 1981, telephone conversation satisfactorily addressed his concerns regarding Philadelphia Electric Company's implementation of NUREG 0737, Item II.F.1.1 (high range noble effluent monitors) and that we are in compliance with the regulations.

We responded to Mr. Stoddart's questions regarding NUREG 0737, Item II.F.1.2 (high range radiciodine effluent monitors) in correspondence dated November 5, 1981 (S.

Additionally, the November 5, 1981 letter made a commitment to implement improvements in the radiciodine sampler, and associated procedures by June 1, 1982.

Stolz Page 2 Further, your October 5, 1981 letter provided a sample technical specification for Items II.F.1.1 and II.F.1.2, and stated that proposed changes to the technical specifications may be submitted anytime prior to January 1, 1982.

Previous to this, we had been informed by the NRC staff at a regional meeting on September 22, 1980, in Arlington, Virginia, that the licensees should delay submittal of proposed technical specifications to permit development of a NRC model technical specification addressing all NUREG 0737 modifications for use as guidance by the licensees.

The model technical specifications received to date address only a limited number of the NUREG 0737 modifications and has been transmitted to Philadelphia Electric Company in several letters as well as through informal discussions.

The latest guidance was received late November, 1981, as a result of discussions between the NRC staff and a group of BWR owners involved in the development of the post accident sampling system.

Efforts to be responsive to the requests for an amendment application as indicated in your October 5, 1981 letter have been delayed due to the recent guidance received.

A Peach Bottom Operating License amendment application that addresses many of the NUREG 0737 modifications, including Items II.F.1.1 and II.F.1.2 is currently being prepared.

We propose to submit the application to the NRC by January 31, 1982.
