Under the provisions of the Freedom of Information Act, Section 352(b)(4)(A),

I hereby request that you furnish these documents at no charge, or a reduced charge, on the grounds that the information will be used to benefit the general public. The Powder River Basin Resource Council is a citizens' group whose members are concerned about the environmental and socioeconomic impacts associated with rapid, intensive energy development.

The requested doc"ments will be used in the compilation of a case study on the permitting and operation of Wyoming Mineral Corporation's Irigaray Project (in situ uranium mine) in Johnson County, Wyoming. A draft study will be reviewed by outside experts in the appropriate technical fields for accuracy and balance; the finished product will be discributed to federal, state, and local government officials, libraries, staff of regulatory agencies, persons in other states dealing with uranium development issues, and the general public in Wyoming.

The purpose of the case study is to educate the public regarding the technology and impacts of uranium in situ mining, and to provide details on the Wyoming Mineral project, since it was the first such commercial operation in the state.

Unless I am notified otherwise within two days of your receipt of this request, I will assume that my request for a fee waiver is granted.
