Dear Mr. O'Reilly:
The following Special Report is being submitted in accordance Unit 2 Technical Specification 3.7.12:
At 0830 on November 16, 1981 it was determined that the seal on fire barrier cable penetration 39-100-06, which is required to be operational by Technical Specification 3.7.12, had been damaged and was therefore declared inoperable.
Alabama Power Company complied with Technical Specification 3.7.12 action statement requirements.
Subsequent to comple-tion of the necessary repairs, fire barrier cable penetration 39-100-06 was returned to service at 1600 on November 24, 1981. Training in the necessary administrative requirements will be given to those personnel responsible for implementing design changes involving the breach of a fire barrier.
