J. M. Farley Nuclear Plant Emergency Preparedness Appraisal Improvement Items

Dear Mr. O'Reilly:

This letter refers to the following Appraisal Improvement Items in the subject report:

Based on the results of the NRC's appraisal of the Farley Nuclear Plant Emergency Preparedness Program, conducted on September 21 to October 3,1981, the following items should be considered for im-provement.

(Reference are to sections in OIE Report Nos. 50-348-81-20;50-364/81-23).

1.

Telephone numbers for reporting emergency conditions within the plant were not posted in the controlled area, and personnel in-terviewed could not remember the appropriate numbers for report-ing emergencies.

2.

Alternate assembly areas have not been designated in the event that the primary areas become uninhabitable.

3.

Procedure EIP-10 did not accurately reflect designated assembly areas for plant and construction personnel.

4.

The first aid qualified person on each shift was not identified to the Shift Supervisor.

5.

The medical program at the site, including personnel, facilities, supplies and equipment, had not been reviewed by a qualified physician.

References to normal C & HP procedures, intended to supplement the EIP's during an emergency, had not been referenced in the appropriate Implementing Procedures.

Instructions to Security in Procedure EIP-7, did not insure that the owner controlled area is cleared during a site assem-bly or evacuation.

Response

The following actions have been taken or will be taken by the dates indicated in response to the NRC Emergency Preparedness Appraisal improve-ment items:

1.

Telephone numbers for reporting emergency conditions within the plant will be posted at each PAX phone location by 4-1-82.

An-alternate assembly area is being evaluated for each designated assembly area and will be incorporated in a revision to EIP-10 by 2-1 -81.

Procedure EIP-10 will be revised to accurately identify designated assembly areas for plant and construction personnel. This will be accomplished by 12-21 -81.

The first aid qualified person on each shift is now designated by name and the name is conspicuously posted in the Control Room.

This policy has been in effect since the appraisal.

The FNP medical program will be reviewed by a physician prior to January 31,1982.

EIP-4 is being revised to reference normal procedures which may be implemented for emergency activities.

In particular specific-references will be made to procedures which discuss survey methods.

These revisions will be completed by January 1,1982.

EIP-7 will be revised to provide instructions to security per-sonnel which will insure that the owner controlled area is vacated during a site assembly or evacuation. This revision will be com-pleted by 2-1-82.

The following item was included in the " Detail" section of the inspection report but was not listed in Appendix A " Appraisal Improverrent Items":

Mr. J. P. O'Reilly-December 14 -1981 Page Three Survey data sheets, along with guidance to team members on important parameters to be recorded, will be-included in emergency kits used for surveys. This will be completed by 12-21-81.
