I am writing on behalf of the Philadelphia Yearly Meeting of the Religious Society of Friends. We appreciate your letter of July 14, 1981 which infonned us of some details of your proposal and strategy for financing the cleanup of Unit #2 at the,Three Mi.le Island nuclear power generating plant.

We appreciate your comitment to a safe cleanup and we share your concern regarding the need to find ways to fund and proceed promptly with the cleanup of this grave threat to the citizens of Pennsylvania.

This concern is based on our deeply ~ held religious beliefs.

Govern-ments should err on the side of humanity rather than on the side of technicality or expediency. This belief, as you know, was central 300 years ago in the establishment of "Penn's Woods."

We consider it extraordinarily dangerous to link decontamination of TMI Unit #2 to a restart of TMI Uriit #1.

First, such a link can delay the de-contamination process.

Second, such a link is an unfortunate incentive to resolve doubts about the safety of TMI Unit #1 in favor of a restart.

Such a resolution of doubts could lead to a future accident at TMI Unit #1.

We do feel strongly that TMI Unit #1 should not be restarted as long as there are responsible scientific groups stating divergent opinions about the safety of its being restarted.

Prayerfully we urge you to continue to make the health and safety of your constituents paramount in your considerations of the problems at Three Mile Island.
