  • ne recent evacuation drill done by Cincinnati Gas and Electric Company at their Zir:ner plant and the near record fine levied on them have brought up a nu=ber of questions.

1.

The evacuation drill involved onif state and local officials, local civil defense people, and utility personnell. The public was not involved. We members of the public also have been given no information at all about what to do in the event of an emergency.

I am not comfortable with the knowledge that I would be dependent on some part time civil defence

^-

person being able to remember to tell ne all the details in an evacuation plan while under the great preassure of a nuclear accident.

i 2.

The recent emergency drill was conducted during favorable weather.

Cincinnati is a city built on a great number of hills which resalts in

,[

severe traffic tie-ups in as little as one inch of snow. How can a drill in good weather possibly prepare this area for en evacuation if an evergency occured during a snow fall of even moderate proportions?

3..The recent findings of serious problems at the -loner plaat which resulted in the near record Elae caused me to remember the prahle a C.G. a.d F.. had just over a year ago at Simon Kenton High S Acol in Independence, Kentucky.

C.G. and E.'s Northern Kentucky Subsidiary 3

Union Light, Heat, and Power had connected the school's gas llae to a f

pipe which was much larger than the correct feed line should have been.

This resultad in a gss evplosion in the schools boiler room and a fire which res.21ted in one death, numeraas injuries, and extmstve darup to this relativly new building. How can we rely on a utility, which cannot make correct and safe connections in its gas transmission system, to be able to operate a much more complex and potentially dangerous nuclear power plany safely?

I would like answers to these questions and any further information you could of fer.

I would also like to have these coment< and questions considered in any future actions or deliberations on Zi:nnee that the N.R.O. may take.

Sincerely, C<L
