. Hon'. Palladinos

' < M ecbntly it has come to my attention that the Atomic f

Safety and Licensing Board of the NRC has granted approval f,

  • y for the yestart of Three Mile Island Unit #1. Within.30 days the NRC must make its decision off this issue.

As a Harrisburg resident, and a Pennsylvanian, I urge D,,

youf to consider the implications of the ASLB decision, and

'P

/,, respond by stopping the restart for the following reasons.

l.) The restart'of Unit #1 would seriously disturb the local residents in the TMI area, who have not yet

/d seen much progress in the clean-up of Unit 2.

2.) The Governor of Pernsylvania has publicly opposed restart until thic clean-up has been financed and in. place.

,,3..) Th Vnealth (physical and mental) implications of

+

the 1979 accident have not yet been fully exposed.

4.')iTheimplicationsofthe" cheating"hearingshave

', r.not been fully studied. We residents are still not

running a nuclear power plant.

7 'I 5.) TMI #1 has some technical problems now which have been publicized. If the NRC allows restart under those conditions, how do we know the problems will ever be corrected?

6.) Evacuation plans for this area are sketchy, at best.

Evacuation under nuclear-emergency circumstances are difficult to plan, because many rescuers are unable or unwilling to stay, as they would in other emergencies.

I urge you to make a stand in this issue and st6p the t,

restart. The NRC must show that it is a credible and responsible regulatory agency,.in this, the most serious of nuclear accidents.
