This is to request that the National Nuclear Corporation (NHC),

1904 Colony Street, Mt. View, California, be registered as a user of USNRC Certificate of Compliance for Radioactive Material Packages No. 5450, Revision No. 12, Docket No. 71-5450, covering package ID No. USA /5450/AF. This certificate was issued to:

Westinghouse Electric Corporation P. O. Box 355 Pittsburgh, PA 15230 The National Nuclear Corporation has a copy of the USNRC Certificate of Compliance in our possession. Each shipment will be made in com-pliance with the terms and conditions of the approval.

This specific request is to permit NNC to return five low enriched UO2 fuel rods containing approximately 260 grams U-235 to Westinghouse Electric Corporation, Nuclear Fuel Division, Columbia, S.C.

These fuel rods will be supplicd by Westinghouse for use in testinggJnuclear fuel rod assay system. NNC is authorized to receive thisinateriale under our State of California license 1718-43.
