BACKLOG OF OPERATING REACTOR LICENSING ACTIONS I

In order to effectively carry out the responsibility assigned to this Office by the Commission to oversee the reduction of operating reactor backlog actions, I believe we first must develop a firm Baseline of what is included in the backlog.

For instance, it is pretty clear that ORLAS does not include all IE requirements that have previously been imposed on licensees. We would like to work with representatives from your Offices to develop a comprehensive Baseline of Operating Reactor Licensing Action Backlog.

Among the questions that must be addressed in developing this 3aseline are the following:

1.

Are all IE generated licensing requirements included in ORLAS? If not, which ones should be included?

2 Are all NMSS generated licensing requirements ircluded in ORLAS?

3.

What action constitutes closure of a backlog action item in ORLAS?

Will this action by NRC truly be a closure or will it likely lead to additional follow-on actions?

4.

Which organization currently has the action on each item in ORLAS (i.e., licensee or NRC)?

5.

How does NRC control what items get added to the backlog?

6.

Who decides when an item is remvod from the backlog?
